Re-establishing an old custom, a midwinter meeting of the Association was held on December 15, 16, and 17, at the Waldorf-Astoria Hotel, in New York. The meetings began with a closed session of the Executive Council, held on the morning of December 15. It will be the policy of the Bulletin to publish abstracts of the proceedings, rather than the minutes in full, as the latter are circularized to the membership under separate cover, in accordance with constitutional requirements.
A matter of some interest at this meeting was Dr. Kubie's report on the tentative draft of new By-Laws for the International Psychoanalytical Association, intended to establish two administratively separate organizations, American and European. Suggestions were made for the modification of these proposed By-Laws and the draft will be sent to the several associations abroad.
Reflecting further changes which are now taking place, the Council approved a plan to establish a permanent office at 245-247 East 82nd Street, with Mr. Merrill H. Whitney as executive assistant. This office, which will take care of all routine matters, should considerably expedite the work of the Association. In the direction of further cohesiveness, the reissuance of the Bulletin, now dormant for eight years, was approved.
As an experiment, it was decided to employ a Public Relations Counsel for press publicity for the Spring Meeting in Washington. The results of this move will be evaluated and further plans made. Plans for the forthcoming meeting were reported by Dr. Morse, who urged that members make early reservations through Mr. Austin Davies of the American Psychiatric Association. Program plans for the meeting were reported by Dr. Ives Hendrick who suggested panel discussions centering about selected topics. The Midwinter meeting in 1948 will be devoted in considerable part to the project for the evaluation of psychoanalytic treatment.
