The amendments which the Executive Council of the International Psycho-Analytical Association, at the suggestion of the Committee on the Constitution and Byelaws, propose for discussion and vote at the Business Meeting in August 1977, are concerned with two precise points:
The first concerns the geographic distribution of the office of Vice-President on the Executive Council. It appears, in fact, very desirable that the three principal geographic areas in which component societies of the International Association are active have an equal representation. This seems the more necessary in that the role of the Vice-Presidents is to establish active communication between the component organizations and the whole of the Association. We must not here take account only of the number of members in each area, but also of the importance of the problems which the development of psychoanalysis gives rise to.
The second point is connected with the procedure governing the ways in which the Business Meeting is conducted. It would be a good thing to know to which rule habit tells us to refer, and that everyone could apply it within the general consensus.
In addition, following the modifications made to our statutes during the London Congress concerning the necessity for consultation between the Executive Council and the Component Organizations with regard to all important changes in the principles and the modalities of training, it has been agreed that any such consultation could not be arranged without the aid of a Committee the composition of which must be agreed between the two parties. This is the reason for the text of the proposed Binding Resolution also included, which will be submitted to the vote of the Business Meeting.
Communication from Dr Burness E. Moore, Chairman of the Committee on the Constitution and By
