Dr Etchegoyen welcomed the Presidents to the meeting and thanked them for inviting him to chair it. He stressed the importance of having the support of the Presidents to help him change the structure of the IPA, making it more open and democratic. The recently created House of Delegates should function as an intermediary body, working with the IPA Council and the IPA regions and providing a forum that would allow a more representative distribution of power and responsibilities. Dr Etchegoyen stressed that the good will of the Presidents and the members of the House of Delegates was of fundamental importance in enabling the IPA to achieve a more rational and democratic structure.
Dr Kernberg, our new President-Elect, invited to say a few words, pledged that he would do his best to unite all groups in the IPA, and would be wholly supportive of the work of President Etchegoyen.
The Report of the Treasurer was presented by Prof. Peter Fonagy who provided the Presidents with a brief review of the financial status of the IPA over the last four years. He compared dues contributions from 1992 to 1995, noting that the income had been fairly constant. Turning to the 1995 budgets, Prof. Fonagy declared that the forecasts for the year were very much in line with budgets. Increases had been noticed in the Executive Council's expenditure, due to a larger Council which met more frequently. The Newsletter and the International New Groups budgets also showed some increase in cost, and two current law suits have resulted in some additional expenditure.
