A number of Members have raised the question of discussion at this meeting. They point out that the Resolution limiting discussion to periods of 5 minutes was passed on the understanding that papers to be discussed would not exceed 45 minutes’ duration, and suggest that since Mrs Isaacs’ paper is more than twice that length it would not be possible to discuss it adequately on a 5-minute rule. Prepared contributions to this discussion can therefore extend beyond 5 minutes but should be kept as short as possible and should not in any case exceed 10 minutes in duration. Unprepared
