This issue represents a new beginning for our journal. For the past five years the journal has been published by International Universities Press. Given the unusual format and content of the journal, teething problems inevitably arose. These problems were compounded by serious disagreements between the editors and the publishers. The 2003: 1 issue should be delivered by July this year, and the 2003: 2 issue by November or December. From 2004 onward, issues should arrive every June and December.
We would like to thank our readership for their patience and loyalty to the journal throughout what has been a difficult period. We feel confident that things will run much more smoothly with the new publishers.
