Benedict S. Alper prepared this report for the legislature as the Research Director of a Legislative Committee composed of New York State Senators and Assemblyman which investigated Children's Court Jurisdiction. During 1941, hearings were held in Queens, Erie and Kings Counties. There is a long list of those interviewed. Apparently no psychiatrists were interviewed. To examine and evaluate this extensive legislative material from a psychiatric point of view would be a full time three month job and hence the reviewer does not venture forth.
