Dear Dr. Lorand:

I received your letter and the application of the Psychoanalytic Training Center of the State University of New York for recognition as a psychoanalytic institute. I am very pleased to read in your application that the cooperation between the Medical School, the Department of Psychiatry and the Psychoanalytic Training Center is such an amiable one. I am equally troubled to learn that the cooperation with the New York Psychoanalytic Institute has not evolved as smoothly as was expected in accordance with the regulations concerning the relationship between the institutes and training centers. However, such cooperation seems at the present time to be the prerequisite for the existence of training centers and also for the recognition that an institution, organized as a training center, has reached, through a process of natural growth, the stage at which it should become an institute.

I do not know why such collaboration between the New York Psychoanalytic Institute and the Psychoanalytic Training Center of the State University of New York did not develop. It is probably due to the fact that your Training Center was organized about the same time as the deliberations of the Committee on Institutes and the recommendations to the Board on Professional Standards were taking place that the affiliation of your Training Center to the New York Psychoanalytic Institute was not emphasized at all in your statutes; that the Board on Professional Standards or its organ, the Committee on Institutes, did not realize this irregularity prior to your present application, so that it could have advised you and the New York Psychoanalytic Institute. I assume that is the reason why the Bulletin of Information which you sent represents your training organization only
